Chinese Government Scholarship study plan: what it must cover

Checked against official sources

The Chinese Government Scholarship asks every postgraduate applicant for a study plan or research proposal, and it is the one document where you speak in your own words. This guide explains the length and language rules, the questions a good plan answers, how the plan differs between the Type A and Type B routes, and the rules on authenticity. It focuses on master's applicants from our six countries.

What the rules say about the study plan

The rules on the plan itself are short. It is written in Chinese or English and describes what you will study in China and how.

Rule What the notices say
Language Chinese or English
Length for postgraduate applicants At least 800 words
Template or set headings None found in the notices checked

The 800-word figure is a minimum, not a cap. Ghana's 2026/2027 notice describes the requirement as a study plan and an 800-word research proposal, so read your own call carefully to see whether one or two documents are expected. With no set template, the structure is yours to decide.

The questions your plan should answer

Without a template, the safest structure follows the questions a reader needs answered. The Study Plan Worksheets in the Application Kit for the Chinese Government Scholarship are built around these four parts, with recall questions, a structure planner and a self-check for each.

Your background

Summarise your degree, results and the courses or project most relevant to your plan, then any relevant work or research and your role. Two professors or associate professors write your recommendation letters, so what you claim here should match what they know about you.

Objectives and plan of study or research

This is the core. State what you aim to learn or find out, the courses and activities that serve each objective, and, if you plan research, the question and method. A sequence of work across the programme shows that the plan is realistic. On the Type B route, the university assesses you before nominating candidates to CSC, so write for readers in your field.

Why this university and why China

Name the university and programme and link them to your objectives. Mention the supervisor, laboratory or resources you will rely on, and explain what studying in China adds that you could not get at home.

After your degree

Close with what you will do next, who benefits from what you learned, and the ties you will keep with China and your field. Interviewers at the embassy, dispatching authority or university may ask about this.

How the route changes your plan

The scholarship has two routes, and they shape whom your plan is written for.

Type A (bilateral) Type B (Chinese University Program)
Who you apply through Your country's dispatching authority, then the Chinese embassy One designated Chinese university
Universities in the CSC system Check your call and the CSC system One only
Who selects first National pre-selection on criteria such as class of degree, age and field The university admits, interviews and nominates candidates to CSC

For Type A, one plan may need to work for several universities, so keep the objectives clear and avoid tying every paragraph to a single department. For Type B, the plan can be specific to one programme and supervisor. Some Type B universities require more before you apply: Northwest A&F University asked for a supervisor acceptance letter and SUFE required a conditional offer after an interview. Where a supervisor has accepted you, your plan must match that supervisor's work.

Type A routes we could confirm for 2026/2027 ran through HEC in Pakistan, the Ministry of Education in Kenya and the Ghana Scholarships Secretariat; in Nigeria the route is the Federal Scholarship Board's BEA scheme, and the latest advert we found was for 2025/2026. We found no Type A call for India or Bangladesh: check your Chinese embassy and Ministry of Education pages, or consider Type B. The kit's route worksheet helps you record your route, agency number and prerequisites. Kenya's notice, for example, tells applicants to choose Type A and enter agency number 4041: copy the category and number from your own call or university notice.

Authenticity and outside help

The notices we consulted contain no AI-specific rule. They do require all uploaded materials to be clear, authentic and valid, and the applicant bears the consequences of unclear scans. The Ghana Scholarships Authority adds that its services are free and that it has not engaged any individual, group or third party to assist applicants, so be wary of anyone claiming a link to the selection process. Write the plan yourself: it should hold up when an interviewer or a reviewing professor asks you to explain it, and the kit's Interview Question Bank lets you practise doing that.

The 2026/2027 deadlines have passed. By pattern, Type A national calls open between October and December of the year before entry, and Type B university deadlines run from roughly mid-October to the end of February.

General information: this article is general information, not admissions advice. Rules, routes and dates change between cycles, so always check your dispatching authority's notice and each university's own page before you apply.
